Windows Server > Windows Server 2012 Essentials
At least in my case, the reason and solution was much simpler, though not easy to find.
ReplyDeleteBasically by running remove/add essentials role a couple of times, I ran into this "stuck at 89%" problem.
Reason: permission problem on two folders in C:\Server\Folders
Solution: move them out of the way
