this issue can occur because of multiple reasons seen in past and online forums including microsoft technet forums.
user can try following in serial order:
-
uninstall antivirus test.
-
uninstall hp ncu software and make sure there no nic teaming [if using hp ncu].
-
generate [cluster.exe . log /gen ] after issue along failover clustering operational event logs and system event logs after reproducing issue when make changes above and see clues.
-
many times reinstalling host has resolved ultimately.
