Why does File Explorer Seem to Wait for End-to-End Confirmation?

for quite few versions now, when copying large blocks of files place place seems like explorer adds arbitrary delay or maybe waits confirmation internally every file has been written disk before continuing.

on modern computer plenty of ram cache , massively powerful ssd-based i/o system (capable of sustaining gigabytes per second of throughput), why should ever wait copy of few hundred megabytes of files?  theoretically should complete in second or two. 

in fact, on xp 1 observe behavior i'm describing - file transfers - on hard disk on network - proceed @ very breakneck pace.

yet it's not uncommon see miniscule transfer speeds while copying groups of files oldest, cheapest hard drive sustain...

what's setting have explorer stop waiting , on copy, filling cache data written later?  of don't want wait minute job done.  know whomever programmed cutesy little graph wants make sure see it, but...

How do a find data in one file, search for it in another file and if not found, write a custom message to another file
