Logon denied due to purported Network Level Authentication problem

attempted logon few days ago (windows sever 2008 r2) through rd connection (as have done year or so) , denied following error:
"the remote computer requires network level authentication, computer not support. assistance, contact system administrator or technical support."
consciously set server several months ago require nla , ssl/tls, , haven't had issues logging on nor have of users. has occurred of sudden. people whom lease server checked out , said virus or other malicious act, virus scan came clean. told me i'd have have reinstall of server unless can answer microsoft.
after problem removed requirement of nla logon. today receiving message when logon administrator see this:
"license server serverxyz not available. caused network connectivity problems, remote desktop licensing service stopped on license server, or rd licensing no longer installed on computer."
server administrators checked out , can not see reason , related problem above.
there ideas on why occurring , how can avoid reinstall? much.

firstly, please verify clients meet requirement use network level authentication.
- the client computer must using @ least remote desktop connection 6.0.
- the client computer must using operating system, such windows 7, windows vista, or windows xp service pack 3, supports credential security support provider (credssp) protocol.
in addition, please check event viewer, see if remote desktop services related error recorded. also, ensure correct license server specified rd session host.
