Cannot send/receive Fax through Windows Fax and Scan
having problem windows fax , scan on small business server 2011 standard sp1. when call fax number, can see line ringing in fax status monitor, errors out "the incoming call cannot answered fax call". i've tried sending , receive error: "no dial tone detected" i've connected regular phone line , placed outside call , received call outside line. no errors logged in event viewer, if check server roles, fax server shows event id 32092, 32032 , 32031
troubleshooting far has consisted of:
restarting fax service
removing/readding the fax account in windows fax , scan
checked print spooler , fax queue held documents clear (none)
uninstalled/reinstalled fax modem in device manager
run windows update(several security updates pending)
checked the devicetomonitor key in hkcu hklm\software\microsoft\fax\userinfo matches the devicename key in hklm\software\microsoft\fax (at 1 point did not match)
removing/readding fax role. in process, removing registry keys: hklm_software_microsoft_fax, hkcu_software_microsoft_fax, hklm_software_microsoft_windows_currentversion_telephony_countrylist, hklm_software_microsoft_windows_currentversion_telephony_locations.

on current situation, please refer following steps troubleshoot. check if can find more clues , solve issue.
- please verify if incoming fax can received other fax machines.
- for modem, please temporarily reduced speed 4800bps fax software.
- please increase rings before answering value fax device 2 rings in shared fax service manager.
- just test. replace old modem new one? monitor result.
