adm files legacy method (prior winvista), , each adm file language-specific.
admx files modern method (winvista , later), , language-neutral.
each admx file have @ least 1 accompanying adml file. adml file language-specific component, , stored in sub-folder (relative admx) according locale/culture applicable (e.g. en-us english-us)
the english version of ws2008r2 includes c:\windows\policydefinitions , c:\windows\policydefinitions\en-us\
by default, include admx , adml files windows.
you can download , extract admx + adml files office2010.
place admx files c:\windows\policydefinitions\ , place applicable adml files locale/culture corresponding locale/culture sub-folder .
there no need use adm files @ all, if gpmc used on ws2008r2 or newer (same if use win7 or newer rsat/gpmc).
if have multiple domain controllers, multiple gpmc+rsat workstations managing gp, or have multiple gp admin people, may find implementing gp central store convenient.
this helps avoid sysvol bloat (multiple copies of adm files in every gpo).
when use admx/adml, templates not copied each gpo @ all, there no need them.
when use admx/adml, there no need "import/add" files gpmc/gpme - modern gpmc/gpme automatically central store , use files found there. or, if don't have central store, gpmc/gpme automatically c:\windows\policydefinitions\ , use files found there.
don [doesn't work msft, , they're glad ;]
