Specify products in Products and Classifications vs. Update list

i have believed product choose in "products , classifications" product patches that wsus-server going download , if products not checked there , check in update view list patches not downloaded.
true?
it seems not matter check in "products , classifications", can check them in update list , patches send clients.
anyone?

see attached files, first products , classifications , secont update view list.
it seems problem here 1 of understanding ui. both of dialogs populated same product list. because product list appears in update view product selection dialog not mean have updates product category.
have checked see if you actually have *bing* updates on wsus server? answer question.

and, why dosen't server cleanup wizard deletes non approved patches then?
the server cleanup wizard not delete *valid* update; deletes expired updates , old revisions of current updates.
it seems me reviewing these 2 resources might useful endeavor better understand fundamentals of windows patch management , understand how wsus product implements these fundamentals:
