why have updates , after it's installing latest service pack of operating system?
you don't, , shouldn't.
install latest service pack , then approve updates neeed.
or why have update internet explorer 7 if have ie8 installed?
you don't. depending on how "installed" internet explorer 8 -- windows update agent may not able detect is installed.
is still true, service pack includes patches , hotfixes since last version/service pack came out?
generally speaking, yes, there's cutoff window occurs shortly before service pack released, not every patch released prior service pack included, of them will.
