Use of Internet Explorer settings in server side code

hi i'm looking more information on security considerations applications rely on internet explorer proxy , netowrk/advanced settings.

other fact forces me ot relax domain wide gpo policy locks down ie - best practices in .net (and java) applications on windows around this.  risks related relaxing gpo , there best practice approaches implementing this?  lastly 9and reading , cosnidering respoinding), whats best way approach commercial application developer request them implement proxy settings in configuration file opr allow flexibility - , keep policies in tact.

would consider relaxing policy mid/high risk or low?

thanks
