Different Versions of Licsenses

i'm having issues people getting temporary license message, saying expire in 7 days.
i have terminal server cals 2008 , see have temporary licenses 2003 server. people connect different machines, there anyway make take 2008 cals instead of 2003 ?

based on have written, not have purchased 2003 per device ts cals, or purchased 2008 per device ts cals. temporary per device ts cals server issues when not have purchased per device ts cals.
do have enough 2008 per user ts cals of users of 2003 ts 2008 ts? each user needs single per user 2008 ts cal in order connect either 2008 ts or 2003 ts.
currently 2003 set per device licensing, means need have purchased per device ts cals available. intention have 2003 ts use per device licensing , 2008 ts use per user licensing? have now.
the decision use per user or per device licensing depends on number of devices versus users in environment connect terminal servers. if have more users devices, per device licensing cheapest option. if have more devices users, per user licensing cheapest option. example, if have users connecting office home machines, per user cheaper.
since have 2 terminal servers decison little more complex since per device may make sense 1 , per user other.
