2008 failover cluster - 3 node majority node set


hi,

as far understand 3 node cluster using recommended quorum design of majority node can withstand failure of 1 node before cluster stops responding. mean cluster communication and not applications hosted cluster? 

everything i’ve read states along lines of "cluster requires majority of resources available otherwise stop responding".  i'm presuming apps still continue work docus i've read seem insinuate everything cluster stops working until node comes on line.  seem bizarre me if didn't i expect 3 node cluster continue serving applications if 2 nodes fail providing resources available?

what read correct.  if 2 nodes fail, remaining node not serve protected application.  reasoning behind protect against split-brain.  want read understand why.
