RRAS not recognizing network username and password?

hello community

installed windows 2003 server , wss 3.0 server farm , rras using same administrators account.

username , password in active directory , member server , have allowed
dial-in , allow access user properties.  rras setup "local area connection"
, "connect network workplace".

in routing , remote access properties range of ip address domain controller,
member server , 2 more ip address provided totaling 4 ip addresses not
assigned server in case nat needs ip address.  remote access server uses
basic because nic used rras , server traffic.

on vpn name setup when click it, asks usnername, password , domain
because how setup security ask credentials when set rras.

when click on vpn name after created, in "network connections" , enter
username, password , domain error message stating:

error 691: access denied because username and/or password invalid on domain.

why message when using same administrator account , password
domain , farm created with?

    thank you
