Windows 2003 server LAN with ADSL Internet Connection

am running network of 15 workstation (xp prof.) ... used have windows 2000 on server.
we have formated server , installed windows 2003 server / service pack 1. installed isa 2004. on dell machine (dimension 2400), intel(r) pentium(r) 4 cpu, 2.66 ghz, , 512 mb ram. ((i know abusing such machine setting server bad thing)).
on new configuration dhcp , dns has been configured. noticed dhcp not work normally.
the server refusess connect lan internet. whole lan taking internet connection @ moment directly modem. thus, server has no control on lan beside connecting , disconnecting of internet service.
i guess have problem configuration of dhcp.
your highly appreciated. specially directions , remarks of how-tos.

more havent setup correct rules work. need few things dhcp working correctly setting isa used proxy/firewall.
a simple explanation getting dhcp working:
1 need allow request of dhcp protocol network isa server
2 need allow response back
create following rules on isa server
from internal localhost, protocol dhcp(request), users
from localhost internal, protocl dhcp (reply), users

now isa server wont able browse internet security reasons, try pinging microsoft.com on it, ensure dns resolution ok, , verify dns settings adapter. if ok can create internet access rule, example of rule be:
from internal external, protocol (http, https, ftp), authenticated users, or users, or create group you. simplicity , ease of troubleshooting, try users first, can lock down further (authentication, groups etc)
you need ensure clients have name of isa server in proxy settings, or configure isa server default gateway , use securenat.
lock off modem/router rest of network, ensure isa server can still out though if plug modem/router directly second nic.
