GPO not applying on XP Pro until gpupdate /force is manually run


gpo's not being applied our xp desktops in 2003 server domain. computers in computer ou computer policy , works charm. users in user ou user policy. i've run rsop on test desktop test user , user settings show not applied @ computer. in particular, i'm trying disable ability change display settings (resolution, screensaver, etc.) , ie proxy. if perform gpupdate /force policy applies , display settings blocked , users proxy , can go internet.

example of problem (remember, according rsop these settings being applied): user joe logs on desktopa. computer policies desktopa applied (mainly application assignments) , user policies joe include prevention of changing screen resolution, wallpaper, etc. joe has logged on , still able change desktop settings. however, if perform gpupdate /force while logged in, settings applied , loses ability change desktop settings. if joe goes desktopb, same problem occurs. policy appears apply able change desktop settings until gpupdate /force run. i've ran gpresult /z log file , confirmed user settings being sent not applying.

any help?

do have logon optimization setting turned on? if so, try disabling (as per http://support.microsoft.com/kb/305293).
