Group policy items missing from Windows 7 RSAT

hello again,

i running ad ds on win 2012 r2 , trying set policies desktop wallpapers , lock screens.

for win 8 clients, lock screens configured via computer configuration > policies > administrative templates > control panel > personalization when access group policy management win 7 pc rsat, personalization option missing, regional , language options, , user accounts there. on win2012r2 server itself, options present, isn't big of deal, prefer able access win7 client rather having remote 2012 server make changes.

so, question is, there patch or update missing win 7 rsat add functionality? or these items missing design?

on 8.1 client , (!) 2012r2 server, run following
elevated prompt:
 
robocopy %windir%\policydefinitions
\\%userdomain%\sysvol\%userdnsdomain%\policies\policydefinitions /s
 
the reason running on 8.1 , 2012r2 templates
shipping clients, others servers...

Can no longer user MS Update - Files required to use Microsoft Update are no longer registered

hi, i'm new server 2003.  installed it.  removed enhanced ie security.  proceed download , install windows server 2003 sp1, of dot net (1.1, 2.0, 3.0, 3.5, , updates), , sp2. after downloaded , installed of above, tried windows update menu option in ie.  (ie 8 windows server 2003) , sits there "done" in lower left hand corner.  never brings in window. so try www.microsoft.com -> download , trails -> update.  received error message "files required use microsoft update no longer registered or installed on computer".  click on register or reinstall files me now.  window changes , "check latest version of windows updating software .... ".   sits there (last time sat there on hour). i went on internet , found instructions: regsvr32 wuapi.dll regsvr32 wups.dll regsvr32 wuaueng.dll regsvr32 wucltui.dll regsvr32 atl.dll regsvr32 msxml3.dll did not work either.  have other suggestions?...

How do a find data in one file, search for it in another file and if not found, write a custom message to another file
