Windows Server 2012 - MMCs not working and missing Packages files

i have 3 windows server 2012 standard servers upon reboot are looping automatic repair option. these vms. luckily had snapshot of 2/3 before mayhem started happening. here problems far have spotted servers:

the windows server automatic repair option not work.

sfc /scannow not work (gives error of "could not perform requested operation")

i reviewed cbslog file sfc option , found said had missing packages.  went c:\windows\servicing\packages\ , directory empty with exception of wuindex.xml

i opened add/remove programs remove recent updates , doesn't show updates @ under "view installed updates".  it's blank list.

the following mmcs not working: event viewer, server manager, task scheduler

i have tried running regsvr32 kernelbase.dll won't register (tried both x86 , x64 path). 

i've tried looking @ c:\windows\microsoft.net\framework\v2.0.50727\config\ , have default files haven't been modified in months.

these production servers , don't know have caused issues arise on these servers.  i'd last 1 fixed.

hope guys have ideas, because, i've exhausted options point.

you might try.

dism /online /cleanup-image /restorehealth

then check result in %systemroot%\logs\cbs\cbs.log

Can no longer user MS Update - Files required to use Microsoft Update are no longer registered

hi, i'm new server 2003.  installed it.  removed enhanced ie security.  proceed download , install windows server 2003 sp1, of dot net (1.1, 2.0, 3.0, 3.5, , updates), , sp2. after downloaded , installed of above, tried windows update menu option in ie.  (ie 8 windows server 2003) , sits there "done" in lower left hand corner.  never brings in window. so try www.microsoft.com -> download , trails -> update.  received error message "files required use microsoft update no longer registered or installed on computer".  click on register or reinstall files me now.  window changes , "check latest version of windows updating software .... ".   sits there (last time sat there on hour). i went on internet , found instructions: regsvr32 wuapi.dll regsvr32 wups.dll regsvr32 wuaueng.dll regsvr32 wucltui.dll regsvr32 atl.dll regsvr32 msxml3.dll did not work either.  have other suggestions?...

How do a find data in one file, search for it in another file and if not found, write a custom message to another file
