Group removed every time remote administration is used


we have simple server 2008r2 setup. server not on domain, workgroup. small office 25 employees. server functions file server, rdp (another issue post).   server admin. have 1 folder whole bunch of sub-folders in it....we call "shared".   "shared" company data stored , worked every day users, , therefore group called "users" has full control. "shared" shared way.

here going on:  if physically go on office , log on server console , add users or change passwords or whatever, fine.   if remote-desktop server add user account or change user's password, odd reason "users" group removed people have access "shared" in shared's security tab , therefor locked out of folder.  if proceed log on , check it, find "shared" still shared...and on security tab in list of users/groups have access "administrators" there, , 1 other user there -- user messing with.  group called "users" gone.   have re-add "users" group , give them full control in order once again have access.  don't understand how or why happening , again, happens if have remoted in server via remote desktop.  happens if log on me (i administrator) , happens if log on "administrator".  if physically go office , log on console these changes, it's fine.  why remote-desktopping have , why cause "users" group removed folder and then put in 1 user working with?  seems happens once log on.    had server 2003 server , set same way , never had kind of problem this.

i have searched , asked , searched , searched more answer , can't find this.  it's simple setup.  server not set on domain or domain controller.  i have folder share in group "users" , yet if remote-desktop server add user or change user's password, user when log on have access shared folder no 1 else except admins.   doesn't make sense.  ideas on why happening , how fix it??

does issue happen once remote-desktop server add user or change user's password? ntfs permissions in security tab after add user or change user's password? please try set share permissions full control group check if users can access shared folder.
