hello,

if understand correct configured password gpo on ou level. not applied, when connected domain, default domain policy still used. settings has applied domain level.

if use new option of "fine grained password policies", possibel configure different settings on ou level, follow guide:
http://technet.microsoft.com/en-us/library/cc770842.aspx

you have aware, "fine grained password policies" work if functional level set windows server 2008, no earlier os dcs can exist in domain.
