Group Policy Not Applied via Cisco VPN Client - Windows 7

greetings,

i administering server 2003 ad environment mix of xp , windows 7 clients. having issue in group policy (computer policy) not applied windows 7 computers when connect office network via cisco vpn client (version 5.0.07).

per cisco vpn client 5.0.07 release notes: cisco vpn client windows 7 , vista not support start before logon (http://www.cisco.com/en/us/docs/security/vpn_client/cisco_vpn_client/vpn_client5007/release/notes/vpnclient5007.html).

as far can tell: problem seems windows 7 network location awareness (http://technet.microsoft.com/en-us/library/cc753545%28ws.10%29.aspx) not detect presence of domain controller because nla not triggered when cisco vpn client connects. have compared behavior of windows 7 pc using pptp connection vs behavior of windows 7 pc using cisco vpn client. when using pptp vpn: connection triggers nla, , network identified domain network, , gpo processed. when using cisco vpn client: network identification process never initiated when client connects , network not identified domain network - means gpo not processed.

does have experience or know if there way enable windows 7 machines process gpo when connecting network via cisco vpn client?
